震災時「神対応」の裏側はこうだった！事業者向け災害時対応セミナーレポート

事業者向け災害時対応セミナーの司会のお仕事。

合わせて、災害時施設運営管理者研修（1種）に参加してきました。

ー簡単にまとめます

登壇者の（株）セコマさん、DCMホーマックさんが先の震災の朝から道内全域で自立営業が可能だった理由をお話しされていました。（当時は本当に助かったし、神対応で一躍話題になっていましたね）

・普段からの社員研修（と言う名のワークショップ）にて社員一人ひとりに「自分で考えて行動する」というプロセス、訓練をすることで指示系統が麻痺しても（実際に電話は繋がらなかった）自立分散して自分で判断が可能な組織を作っていること。

・会社全体でBCPを策定し、定期的に見直していること。

・セコマさんは、停電時でもPOSレジが使用できるよう各店舗に防災セットを事前に配っていたこと

・具体的には、車から電気を引っ張れるインバーターと延長コード、LED手元ライト（1セット15000円程）

・物流を止めないよう、倉庫の移転などもしながら備えている

・本社や倉庫等は自家発電装置でまかなえるように整備されている

・自前の給油施設や、燃料の備蓄なども併用してやりくりした

どんどん高齢化が進んで、動けるマンパワーよりも要支援者がより増加る傾向にあるにも関わらず、災害は増えていくであろう時代という前提。そのサポートは、公のシステムだけではまかないきれず、民間に求められる役割も重くなっていく。

では、私たちはどう備えられるのか？

この話を聞き「セコマやホーマックがあるから安心」と思うのか？「いや、私たちもやれることをやろう」と具体的行動に移すのか？

私は後者でした。

車の中に入れている備蓄は改めてこの週末見直す予定（ものも古くなるので定期的なローテーションが必要）。たまたまインバーターと延長コードは手持ちものものがあるので、合わせて車に乗せておくことにしました。通っている幼稚園や、村の企画化などにもBCPの策定を案内しようと思います。

具体的には（財）ダイバーシティ研究所（https://diversityjapan.jp/）の災害時施設運営管理者研修に参加されることをおすすめします。今後全国で開催予定とのことです。
